Maybe we had those things once but I'm not entirely convinced that we have them now.<br /><br />You also need a totally non-politicised police force and a totally non-politicised court system. I'm definitely not convinced that we have those two things. <br /><br />I suspect that if we actually had a very effective very honest non-politicised police force and a very effective very trustworthy non-politicised court system we'd have much less of a crime problem so capital punishment might not really be necessary.<br /><br />And the trend throughout the West is towards increasingly politicised police and courts.
